For Amy, she has a different experience in regards to her college life, which makes her get filled up with mixed reactions, as events unfold. However, she starts off nicely, gets new friends and finally begins to catch up with the new environment. For Jeehyun, college years have been tough, and most of the times she would often try to assimilate into the environment with no much progress. It is evident that the two friends are experiencing culture shock; a situation in which a person feels disoriented as a result of being exposed to a new way of life. There are many causes, of this scenario, the notable and most familiar one being, when an individual is exposed to a foreign land (Ward, Bochner, and Furnham). Culture shock is addressed in four defining stages, these are honeymoon, negotiation, adjustment and mastery. The honeymoon stage comprises of a healthy view of the differences that are evident in the subjects. The strange land at this stage seems to be good and at times adventuress. It is at this stage, where the subjects would find nationals that are familiar and at times speak their language. Transformer Oil Or Insulating Oil Engineering Essay CHAPTER 2 LITERATURE REVIEW 2.1 Introduction Transformer is one of the most useful appliances ever invented. Transformer can raise or lower the voltage or current in alternating current (AC) network, the circuit can be isolated from one another, and to increase or decrease the apparent value of a capacitor, inductor, or resistor. Furthermore, the transformer allows us to transmit electricity long distances and to circulate safely in factories and homes. (Electrical Machines, Drives, and Power Systems, 6th Edition). The cost of a transformer is high. The failure of one transformer resulted in a loss in terms of the price of one transformer or in terms of energy supply disruptions to consumers. Therefore, to monitor the transformer oil is one the right way and good for detecting the causes of damage to transformers. 2.2 Transformer Transformer is one of the most important electrical devices. Transformer is widely used in power systems and electronic devices. Transformer can also raise and lower voltage levels and the alternating current to suit application. Transformer can transfer power from one section to another on the same frequency but different voltage levels and currents. Transformer basically consists of two coils of a conductor which acts as an inductor electrically separate but magnetically attached. Transformer consists of two loops wrapped around the core base, core and coil which are a part of the transformer structures. Figure 2.1 shows the general structure of a transformer. When alternating current connected to the transformer primary windings, current will flow through the primary winding. Alternating current flows will create an alternating magnetic flux in the transformer core. Because of the magnetic flux in the transformer core is an alternating flux whose value is constantly changing over time, the electromotive force or voltage is always induced in the coil-winding transformer. Electromotive force in the primary winding is known as the self-induced electromotive force is due to the flux generated by the coil itself. While the electromotive force induced in the secondary winding is known as mutual induction electromotive force due to the induced electromotive force is caused by magnetic flux generated from the primary winding. In an ideal transformer, the induced voltage in the secondary winding (Vs) is in proportion to the primary voltage (Vp), and is given by the ratio of the number of turns in the secondary (Ns) to the number of turns in the primary (Np) as follows: (Equation 2.1) By appropriate selection of the ratio of turns, a transformer thus allows an AC voltage to be stepped up by making Ns greater than Np, or stepped down by making Ns less than Np. There are many types of transformer are designed to meet the specific industrial applications. These include autotransformer, control, current, distribution, general-purpose, instrument, isolation, potential (voltage), power, step-up, and step-down. To avoid rapid damage of the insulating materials inside a transformer, sufficient cooling of the windings and the core must be provided. Indoor transformers below 200 kVA can be directly cooled by the natural flow of the surrounding air. The metallic housing is equipped with ventilating louvres so that the convection currents that can flow over the windings and around the core. Large transformers can be constructed in the same way, but the forced circulation of fresh air must be provided. Such as a dry-type transformers are used inside the building, away from the hostile atmosphere. Distribution transformers below 200 kVA are usually immersed in mineral oil and sealed in a steel tank. Oil carries the heat away to the tank, which it is lost by radiation and convection to the outside air. Insulating oil is much better than air, consequently, it is often used in high voltage transformers. As the power rating increased, external radiators are added to increase cooling surface of the tank contains oil. Oil circulates around the transformer windings and moving through the radiator, where heat released into the surrounding air. For still higher levels, cooling fans blow air over the radiators. For transformers in the megawatt range, cooling can be effected by the oil-water heat exchanger. Hot oil drawn from the transformer tank is pumped into the heat exchanger where it flowing through the pipes that are in contact with cold water. Such as heat exchanger are very effective, but also very expensive, because water itself must continuously cool and recirculated. Some large transformers are designed to have multiple ratings, depending on the cooling method used. Thus, the transformer may have triple ratings depending on whether it is cooled by: the natural circulation of air (AO) for 18000 kVA, or forced-air cooling with fans (FA) for 24000 kVA, or the forced circulation of oil accompanied by forced-air cooling (FOA) for 32000 kVA. These elaborate cooling systems are nevertheless economical because they enable a much greater output from the transformer of a given size and weight. The type of transformer cooling is designated by the following symbols: AA dry-type, self-cooled AFA dry-type, forced-air cooled OA oil-immersed, self-cooled OA/FA oil-immersed, self-cooled/forced-air cooled AO/FA/FOA oil-immersed, self-cooled/forced-air cooled/forced-air, forced-oil cooled The temperature rise by the resistance of oil-immersed transformers is either 55 °C or 65 °C. The temperature must be kept low to preserve the oil quality. By contrast, the temperature rise of dry-type transformer may be as high as 180 °C, depending on the type of insulation used. It is used in oil-filled transformers. Transformer oil is likened to be the blood within the transformer body. It must be periodically tested to monitor condition of the transformer. Transformer oil serves three basic functions which are to insulate, to cool and maintain the transformer functions at all times. To keep these functions the industry has agreed on certain standards. The two leading transformer oil specifications in the world are IEC 60296 and ASTM D 3487. In these standards there are many specific requirement and limits based on physical and chemical properties. Many of these properties and their limitations stem from the chemistry of refined mineral oils in combination with application specific requirements of electrical insulation. In an age when alternative to mineral oil being developed, it is important both to know what is desirable and what is likely to achieved in technical terms. Whereas some brands of transformer oil could only meet the specifications, the others excel. In the end, transformer oil consumers should decide which properties are most important to their intended use. Technical specifications also have an impact on issues such as asset management, maintenance planning and investment budget. To aid decisions in these fields it is helpful to have a basic understanding of the science underlying specifications and limitations. In Malaysia, mostly used transformer oil is mineral crude oils (uninhibited mineral oils) which contains Paraffic, Naphteric or mixed. It is supplied by Hyrax Oil Sdn. Bhd. 2.3.1 Transformer Oil Properties The main function of transformer oil is insulating and cooling of the transformer. It should have the following properties: High dielectric strength and good dielectric properties resulting in minimum power loss. Low viscosity improves cooling. Freedom from inorganic acids, alkali, and corrosive sulphur. Resistant to emulsification. Rapid settling of arc products. Low pour point. High flash point resulting in low evaporation losses due to high thermal stability. High resistivity gives better insulation values between windings. Excellent interfacial tension for quick water separation. Proven resistance to electrical stresses. High electrical strength. Remarkably low sludge and acidity formation in both ageing and oxidation tests gives longer life to oil and equipment during storage and service. 2.3.2 Theory of Transformer Oil Parameters Water Content The standard for measuring water contain in oil is IEC 60814. (Marcel Dekker, 1990). The important function in transformer oil is to provide electrical insulation. When oil has higher moisture content, it can reduce the insulating properties of the oil, which may result in dielectric breakdown. This is the particular importance with fluctuating temperatures because, transformer will cools down if any dissolved water will become free and this oil become poor insulating power and fluid degradation. (Azliza binti Mohd Jelan,2009). Breakdown Voltage Dielectric strength is one of the important properties in insulation field. Breakdown voltage in insulating material is the maximum electric field strength that it can be withstand intrinsically without breaking down and without experiencing failure of its insulating properties, dielectric strength also means that a certain configuration and electrode dielectric material that produces minimal damage to the electric field. (Rohaina bt Jaafar, 2003). Breakdown strength in liquid according to various factors influenced in the experiment which is electrode material and surface state, geometry electrode, the presence of chemical pollutants, the presence of physical pollutants, oil molecular structure, temperature and pressure. There also various factors in the theory of voltage breakdown which is like electronic theory, suspended particle theory, cavitations theory and bubble theory were postulated. Dielectric strength is also very dependent on the time and method of tension, purity materials, the type of tension as well as experimental and environmental parameters, until set of dielectric strength unique to the specific material is difficult, a range of values can be found and used for application purposes. A mineral oil in this sense is a transparent, colourless oil composed mainly of alkenes (typically 15 to 40 carbons) and cyclic paraffin, related to petroleum jelly (also known as white petrolatum). It has a density of around 0.8 g/cm3. Mineral oil is a substance of relatively low value, and it is produced in very large quantities. Mineral oil is available in light and heavy grades, and can often be found in drug stores. There are three basic classes of refined mineral oils: Paraffinic oils, based on n-alkenes. Naphthenic oils, based on cycloalkanes. Aromatic oils, based on aromatic hydrocarbons (not to be confused with essential oils). PDMS is the most widely used silicon-based organic polymer, and is particularly known for its unusual rheological (or flow) properties. PDMS is optically clear, and, in general, is considered to be inert, non-toxic and non-flammable. It is occasionally called dimethicone and is one of several types of silicone oil (polymerized siloxane). Its applications range from contact lenses and medical devices to elastomers; it is present, also, in shampoos (as dimethicone makes hair shiny and slippery), caulking, lubricating oils, and heat-resistant tiles. Synthetic oil is used as a substitute for lubricant refined from petroleum when operating in extremes of temperature, because it generally provides superior mechanical and chemical properties than those found in traditional mineral oils. If a proactive approach is adopted based on the condition of the transformer oil, the life of the transformer can be extended. Hence, transformer oil must be periodically tested to ensure its basic electrical properties. These tests can be divided into: Liquid Power Factor The IEC standard method for this test is IEC 247. This involves measuring the power loss through a thin film of liquid test. Water, contamination, and the decay products of oil oxidation tend to increase the power factor of oil. The new oil has very low power factor less than 0.1% at 25  ° C and 1.0% at 90  ° C. As the oil ages and moisture accumulates, or if the unit is contaminated, the liquid power factor tends to increase. Many owners make the mistake of having this transformer testing at only one temperature. While the test is more sensitive to 90  ° C, both the temperature should be used. The relationship between 25  ° and 90 ° values can assist in making the diagnosis as to whether the problem of moisture, oxidation, or contamination. (A Guide to Transformer Oil Analysis, by I.A.R. GRAY) Dielectric Breakdown Strength The dielectric breakdown voltage is a measure of the ability of the oil to withstand electric stress. Dry and clean oil showed the inherent high breakdown voltage. Free water and solid particles, especially the latter in combination with high levels of dissolved water, tend to migrate to areas of high electric stress and dramatically reduce the breakdown voltage. The measurement of breakdown voltage, therefore, serves primarily to indicate the presence of contaminants such as water or conducting particles. A low breakdown voltage can be indicating that one or more of these are present. However, a high breakdown voltage does not necessarily indicate the absence of all contaminants. This test was conducted in accordance with IEC 156. (A Guide to Transformer Oil Analysis, by I.A.R. GRAY) Moisture The purpose of dielectric tests are conducted is to ensure the monitoring moisture can be done directly. IEC 733 is a well established and can measure the moisture down to the low part of the million levels. While the acceptable values have been set by the voltage class for moisture, these are somewhat misleading. A truer picture of moisture in the transformer must be taken into account so that percentage saturation of the oil by moisture and percentage moisture by dry weight of the solid insulation can be calculated. A transformer at 20  ° C that containing 20 ppm moisture in oil is considerably wetter than a same unit, with a similar 20 ppm moisture, but it is operating at 40  ° C. The new transformer must be less than 0.5% moisture by dry weight. Anything more than 3.0% (or 30% saturation) is considered very wet. Many owners dehydrate transformer when the moisture level exceed 1.5 to 2.0% moisture by dry weight. (A Guide to Transformer Oil Analysis, by I.A.R. GRAY) Neutralization Number (Acidity) This value, measured by IEC standard method IEC 1125A reported as mg KOH / g sample, reports the relative amount of oil oxidation products, especially acids, alcohol and soap. As oil continues to oxidize, the acid increased gradually, generally over the years. Running the acid number regularly provides guidance as to how far oxidation of the oil has proceeded. The acceptable limit by the test is usually used as general guidelines to determine when the oil should be replaced or reclaimed. Acceptable values for acid number are 0.20 and lower. GRAY) Interfacial Tension The test methods for interfacial tension (IFT), IEC 6295, measuring the strength in mN/m from the interface that will form between service aged oil and distilled water. Because the decay products of oil oxidation are oil and water soluble, their presence would tend to weaken the interface and reduce the interfacial tension value. Brand new oil is often 40-50 mN/m. A value that is acceptable for the in-service oil is greater than 25 mN/m or greater; unacceptable results are below 28 mN/m. (A Guide to Transformer Oil Analysis, by I.A.R. GRAY) Colour/Visual Field inspection of liquid insulation (IEC 296) includes examination for the presence of cloudy or sediment and the general appearance as well as a colour inspection. As oil ages, it will be darken gradually. Very dark oil or oil that changes drastically over a short period of time may indicate a problem. Any cloudiness or sediment indicates the presence of free water or particles that may be harmful to continued the equipment operation. Taken alone, without considering the past history or other test parameters, the colour is not very important to diagnose transformer problems. If the oil has an acrid or unusual odor, consideration should be given to carrying out further tests. (A Guide To Transformer Oil Analysis, by I.A.R. GRAY) Sludge/Sediment The IEC 296 test distinguishes between the sediment and sludge. Sediment is an insoluble substance present in the oil. Sediment may consist of insoluble oxidation or degradation products of solid or liquid materials, solid products such as carbon or metallic oxide and fibres or other foreign matter. Sludge is polymerized oxidation products of solid and liquid insulating material. Sludge is soluble in oil up to a certain limit. At sludge levels above this, the sludge comes out of the solution contributing an additional component to the sediment. The presence of sludge and sediment can change the electrical properties of the oil and prevent the exchange of heat, so encouraging damage to the insulating material. (A Guide to Transformer Oil Analysis, by I.A.R. GRAY) Inhibitor Content Inhibited oil deteriorates more slowly than uninhibited oil so long as active oxidation inhibitor is present. However, after the oxidation inhibitor is consumed, the oil can be oxidized at a higher level. Determination of oxidation inhibitor remaining in the in-service transformer oil is based on IEC 666. GRAY) Dissolved Gas Analysis In contrast to the tests and the methods discussed to this point, the dissolved gas analysis (DGA) did not measure the gradual changes in the quality of oil. DGA has a very limited utility in determining the continued suitability of the transformer oil. The purpose and functions of the DGA is to provide an indication as to whether there may be an active or incipient transformer fault affecting the operation and continued health of the equipment. DGA is used to detect and measure nine of dissolved gases which are Hydrogen, Oxygen, Nitrogen, Methane, Carbon Monoxide, Carbon Dioxide, Ethan, Ethylene, and Acetylene. GRAY) Dissolved Metals Analysis Analysis of dissolved metals (in particular, for the three metals: iron, copper, and aluminium) can be used in further identifying the location of transformer faults discovered by dissolved gas analysis. For example, the dissolved metal analysis indicating the presences of conductor metals may indicate a fault is occurring in the winding or at a connection while the presence of iron indicates involvement of the core steel. GRAY) Furanic Compounds When paper breaks down, the cellulose chains are broken and glucose molecules (which serve as the building blocks of the cellulose) are chemically changed. Each of the glucose monomer molecules that are removed from the polymer chain becomes one of a series of related compounds called furans or furanic compounds. Because these furanic compounds are partially soluble in oil, they are present in both the oil and the paper. Measuring the concentration of the oil can tell us a little more about the paper. The standard method typically tests for five compounds that are normally only present in the oil as a result of the paper breaking down. Those five compounds, and their probable causes, are 5-hydroxymethyl-2-furaldehyde, 5H2F (typically formed by oxidation of paper), 2-furyl alcohol, 2FOL (typically formed in connection with a high moisture content), 2-furaldehyde, 2FAL (very common, formed by all overheating and aging conditions), 2-acetyl furan, 2ACF (very rare, may be related to elec trical stress), and 5-methyl-2furaldehyde, 5M2F (typically formed as a result of overheating). GRAY) 2.3.4 Instrument / Device for Transformer Oil Testing Oil Test Set (Megger OTS 60 PB) The OTS 60PB is a 0 60 kV, battery powered portable dielectric strength oil test set. Its size and weight make it suitable for on-site assessment of insulating oil quality. The dielectric strength test it performs is an important deciding factor in knowing whether to retain or replace the oil. Breakdown voltage is measured, averaged and displayed under the control of built-in programmed sequences. Go/no-go testing is available. Figure 2.4 Oil Test Set (Megger OTS 60 PB) OTS 60PB follows the oil testing sequences described in many national and other specifications among which are: British BS 148, BS 5730a (automatic proof testing), BS 5874; International IEC 156, American ASTM D877 ASTM D1816, German VDE 0370, French NFC 27, Spanish UNE 21, Italian CEI 10-1, Russian GOCT 6581, South African SABS 555, Australian AS 1767 and Institute of Petroleum IP 295. Two types of withstand (proof) testing of an oil sample are available. The principle with these tests is to subject the oil sample to a specified voltage for a defined length of time (1 minute) to see if it will withstand that voltage. In one of the tests the voltage is removed after a minute, in the other test, the voltage continues to rise after the minute until breakdown or the maximum value is reached. Withstand (proof) tests can be set up to the users own requirements, and then repeatedly called up to quickly test oil under known fixed conditions. The OTS 60PB is used for determining the dielectric strength of liquid insulants such as insulating oils used in transformers, switchgear, cables and other electrical apparatus. It is portable and suitable for testing on site as well as in the laboratory. The test set is fully automatic. The operator has only to prepare the test vessel, load it with sample oil, place it in the test chamber, select the appropriate specification for the tests and then start the test sequence. The test set carries out automatically (and if necessary unattended) the sequence of tests as defined by the pre-selected national specification. Oil testing specifications, for which the set is pre-programmed, are as follows:- Figure 2.5 Oil testing specifications A 5 minute test sequence is also provided so that the operator may quickly obtain an idea of the breakdown value of an oil sample. The safety features incorporated in the test sets design include two forced break switches used as described in B S 5304. These are interlocked with the oil vessel loading door. Volumetric titration system Metrohm Titrino SM 702 An automatic potentiometric titration system Titrino SM 702 with Exchange Unit 806 made by Metrohm measured the acidity of the oils. Here the Total Acid Number (TAN) was determined by a volumetric titration with potash to neutralize the carboxylic acids. The titration took place as follows: At first 10 g of the oil were dissolved in 40 ml of solvent toluene / ethanol in a ratio of 5 to 4. Potash (KOH, 0,1 mol/l) was added as titre with volume increments of 0.001 ml or 0.005 ml depending on the expected acidity. The system detects, when the acid-base-equivalence-point EP is reached by a voltage measurement in the solution. It is now being successfully extended to other oil filled equipment such as tap changers and circuit breakers. Fate plays a major role in the tragedy of Romeo and Juliet. The prologue describes Romeo’s and Juliet’s fate, which we see come up many times later on in the play. Throughout the play, Romeo and Juliet unwittingly realize they cannot exist in such reality and that a tragic fate awaits them. The two families, the Montagues and the Capulets continue being rivals all the way to the end of the play until the inevitable event takes its place. In the play, there are many pieces of evidence that further present the prologue’s sad foretold reality. Even as early as the first scene of the play, we already see some evidence to back up the prologue. "[Romeo]†¦And makes himself and artificial night." (I, i, 38) This passage can be seen as the foreshadowing of Romeo’s suicide. Another line said by Montague, which is "Unless good council may the cause remove" (I, i, 140), also is evidence of Romeo’s tragedy. In the first act, Romeo is introduced. His great sadness is shown right away and the theme of love is seen as well. Through Romeo’s mellow mood we see how desperate he is for love. Romeo is in love with Juliet, which is the daughter of an enemy to the house of Montagues. Fate is definitely involved here, and this innocent love is the first step in a chain of events that lead to the fate driven tragedy. In the same scene, Tybalt is infuriated with Romeo. He is ready to kill h im and believes that Romeo is his sworn enemy. Tybalt. This, by his voice, should be a Montague Fetch me my rapier, boy. What, dares the slave Come hither, covered with an antic face, To fleer and scorn at our solemnity? Now, by the stock and honor of my kin, To strike him dead I hold not a sin.

Gujarat Development

Gujarat Governance for Growth and Development A preview of the book* Growth There is a remarkable lack of objectivity in discussing Gujarat and governance, growth and development there. The economics gets enmeshed in the politics and the politics gets entangled with the economics. While this is perhaps inevitable and unavoidable, this book is about the economics. What has happened in Gujarat? Is there a story there? Why has it happened? Is this is a story that can be replicated elsewhere in India? Is there a lesson for other States? The first broad-brush growth story is as follows.Compared to 1994-95 to 2004-05, from 2004-05 to 2011-12, real GSDP (gross State domestic product) growth rates have increased, from an all-India average of 6. 16% to an all-India average of 8. 28%. Second, with an increase from 6. 45% to 10. 08%, the increase has been more for Gujarat than for all-India. Third, since 2004-05, there are other States that have also grown fast and Bihar, Maharashtra, Sikkim, T amil Nadu, Uttarakhand, Chandigarh and Delhi are examples. That growth story in other States is sometimes used as an argument against the Gujarat growth story and that’s a bit strange. After all, Gujarat accounts for a n estimated 7. % of Indian GDP. If all-India averages have gone up that much, it is unreasonable to expect growth has been pulled up by Gujarat alone. However, in making inter-State comparisons, t here is a legitimate question one should ask. Should small States be compared with large States? Chandigarh, Delhi, Puducherry, Goa and Sikkim aren’t quite comparable with larger States. With that caveat, it is also true that there has been a growth pickup in Bihar, Maharashtra, Tamil Nadu and Uttarakhand as well. There has been a discernible pick-up in Gujarat’s growth performance since the 10th Plan (2002-07), the five-year Plans being natural periods for breaking up the time-line.It’s tempting to argue that there is nothing exceptional in this. Gujarat grew fast during the 8th Plan (1992-97) too. While that’s true, one should accept that as development occurs, it becomes more difficult to sustain higher rates of growth. Among larger and relatively richer States like Maharashtra, Haryana, Gujarat, Kerala, Punjab, Tamil Nadu and Karnataka, it is more difficult to find sources of growth. Growth tends to taper off. Relatively poorer States like Bihar, Orissa, Madhya Pradesh, Assam and Jharkhand find it easier t o catch up.Had historical trends alone provided the momentum for growth, Karnataka should have also grown extremely fast. Fifth, too often, discussions focus on growth trends alone. Moving to a higher growth trajectory is important. But reducing the volatility of growth is no less important. Growth rates in Gujarat have become much less volatile. Given Indian conditions, volatility is fundamentally a function of what has been happening to the agricultural sector. Equity In line with all-India trends, overall poverty and urban poverty have declined in Gujarat between 2004-05 and 2009-10.But the real story is in rural Gujarat, where there has been a very sharp drop in poverty, significantly more than all-India trends. In rural Gujarat, the benefits of growth have trickled down. Subject to all those problems a bout data and measuring inequality, there is no evidence that inequality has increased. Fiscal consolidation Elimination of deprivation requires public intervention and expenditu re, over and above a State’s role in providing an enabling environment for private entrepreneurship to bloom and flourish and ensuring rule of law. This requires public expenditure and fiscalGujarat: Governance for Growth and Development < PREVIEW > 3 consolidation. Historically, the problem has been with the revenue deficit, especially after 2008, both because revenue receipts have been lower and because revenue expenditure has been higher. However, since 2011-12, the revenue deficit numbers have also begun to look respectable and the deficit numbers are marginally better than what the 13th Finance Commission envisaged. One of the building blocks of the Gujarat model, so to speak, is to free up space for private sector expenditure in capital formation.One cannot expect capital expenditure, as a share, to increase overnight. The bulk (76%) of capital expenditure is developmental, with social services accounting for 55. 2%. Of the total expenditure, 66. 41% is also development al. 63. 2% of revenue expenditure is developmental. To the extent this reveals a prioritization a ccording to sectors, the major ones are education, sports, art and culture and water supply, sanitation, housing and urban development, in that order. The fiscal consolidation and fiscal space created has enabled Gujarat to plug the gaps in Central sector and Centrally sponsored schemes with State-level schemes.The story isn’t that much about increasing public expenditure. It is more about creating an environment for private expenditure. Apart from private expenditure, the story is about increasing the efficiency of public expenditure, more bang for the buck, so to speak. Physical infrastructure In the power sector, the background is partly the Gujarat Electricity Industry (Reorganization and Regulation) Act of 2003. This allowed the transfer of assets and liabilities of the former Gujarat Electricity Board (GEB).Generation assets were transferred to Gujarat State Electricity Cor poration Limited (GSECL). Transmission assets were transferred to Gujarat Transmission Corporation Limited (GETCO). Four different distribution entities were formed – Uttar Gujarat Vij Company Limited (UGVCL), Dakshin Gujarat Vij Company Limited (DGVCL), Pashchim Gujarat Vij Company Limited (PGVCL) and Madhya Gujarat Vij Company Limited (MGVCL). Gujarat Urja Vikas Nigam Limited (GUVNL) had residuary functions, including that of power trading. GUVNL was the holding company.The Gujarat Electricity Regulatory Commission had been set up in 1998 and was brought under the purview of the Electricity Act of 2003. Generation became exempt 4 < PREVIEW > Gujarat: Governance for Growth and Development from licensing, including through non-conventional sources. Open access was allowed to transmission and distribution and distribution f ranchisees were introduced for distribution zones like Bhavnagar, Junagadh, Rajkot, Vishwamitri, Lalbaug, Bharuch, Anand and Mehsana. Metering became manda tory. In 2001, Gujarat was a power deficit State, by roughly around 2,000 MW.By the end of 2012, Gujarat will have a power surplus, though expected increases in GSDP growth also increase the demand for power. However, the Gujarat success story isn’t just about the macro generation situation. It is also about reduction in T&D losses, down from 35. 90% in 2002-03 to 22. 20% in 2006-07. It is 20. 13% in 2010-11. This is partly because T&D losses aren’t actually transmission and distribution losses. They are also about theft and unmetered supply. Other than metering, theft of electricity became a criminal offence and the law was enforced, with distributors insulated from political pressures.There were special checking squads for checking installation, especially for HT connections, and ex-army personnel were roped in. In Sabarmati, Surat, Rajkot, Bhavnagar and Baroda, there were special police stations for power theft. Provisions were made for sealed meters that were tampe r-proof. Through an e-Urja project, electronic billing and payment was introduced. Faulty meters were replaced. Unauthorized connections were regularized through one-time settlements. The Jyotigram Yojana (JGY) ensures 3-phase power supply to all villages. The key was a bifurcation of supply lines into dedicated agricultural feeders.For agricultural use, one would thus be ensured continuous power for 8 hours a day, at pre-determined times. For other rural loads (domestic, commercial and industrial), there would be 24/7 power. 24/7 3-phase supply was provided to JGY feeders. These then provided 8 hours of 3-phase continuous supply to agricultural feeders and 1-phase 24/7 power to other rural uses. The argument about people wanting subsidized power and refusing to pay higher tariffs is misplaced. People are prepared to pay, provided that the quality of power supply improves. It was no different for JGY.Once power at pre-determined hours was available, there was less of an incentive to divert subsidized power for agriculture to domestic household use. JGY helped reduce T&D losses. It also h elped reduce transformer failures. More importantly, it led to all villages being electrified, without load-shedding, and this had positive socio-economic multiplier benefits. Gujarat: Governance for Growth and Development < PREVIEW > 5 If power is important to better people’s lives, water is no less so. The overall picture is that Gujarat is a water scarce State. here are several strands in the water sector reforms – inter-basin transfer of water from surplus areas to deficit areas like north Gujarat, Saurashtra and Kachchh; the linking of canals; water conservation; participatory irrigation management; micro-irrigation; check dams and smaller dams (such as through the Sardar Patel Water Conservation Programme); deepening of ponds; cleaning and restoration of step wells; community management of water supply in villages through WASMO (Water and Sanitation Managem ent Organization); and the Sujalam Suphalam Yojana (SSY).Water has both a drinking water and an irrigation water component. Something like SSY covers both. While the State has certainly gained because of Sardar Sarovar, that wouldn’t have been possible without the State-wide water supply grid. In terms of affecting people’s lives for the better, roads are just as important as electricity and water. Compared to many other States, Gujarat has always had relatively better road infrastructure. 98. 27% of State Highways and 96. 93% of major district roads possess asphalt surfaces. 85. 63% of other district roads and village roads also possess asphalt surfaces. 98. 4% of villages are connected by â€Å"pucca† roads. Gujarat has also benefited from NHDP. Given the base, the focus has thus been more on upgradation and maintenance, improving access in relatively disadvantaged regions, while simultaneously tapping t he proposed dedicated freight corridor (DFC) between Del hi and Mumbai and the Delhi-Mumbai Industrial Corridor (DMIC). In so far as relatively disadvantaged regions are concerned, the emphasis h as been on all-weather connectivity, particularly in coastal, tribal and border areas. There have been several PPP projects, sometimes externally-aided, with provisions for tolls.The Gujarat Highways Bill of 2007 facilitated PPP projects. There is also a Pragati Path Yojana, for improvement of State Highways, part of which has been completed. In addition, for major projects, third party inspection and monitoring h as been introduced. Maintenance guarantees of 3 to 5 years are i ncorporated in contracts. IT tools have been used for physical monitoring, registration of contractors, court cases and departmental enquiries. In high rainfall districts like Navasari and Surat, village roads have been constructed with cement/concrete. 6 < PREVIEW > Gujarat: Governance for Growth and DevelopmentA point was made earlier about Gujarat’s ability to pl ug gaps in Central schemes with State-level ones. In the context or urban planning, the relevant ones are the Garib Samruddhi Yojana (GSY) and the SJMMSVY (Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana). While on the subject of urban planning, or planning in general, it is odd that one of Gujarat’s remarkable successes doesn’t get written about that much. This is the use of GIS maps in decision making. This is through the Bhaskaracharya Institute for Space Applications and GeoInformatics (BISAG), a State-level nodal agency set up in 1997 and renamed BISAG in 2003.BISAG also conducts training programmes and workshops and is involved in delivering over the Gujarat SATCOM n etwork. But more importantly, it uses remote sensing and GIS to facilitate planning. These GIS maps with several layers have already been introduced in all the municipalities. Among other things, this is certainly one initiative that other States should replicate. Education In social infrastructur e, like education, some of Gujarat’s figures may not look that bad if comparisons are made with all-India averages. However, for an economically developed State like Gujarat, is an allIndia average the right benchmark to use?Or, in the area of education, should Gujarat be benchmarked against better States? Having said this, there are two additional points to be borne in mind. First, have there been temporal improvements over time and have remedial measures been taken? There has been a sharp decline in the number of out-ofschool children between 2006 and 2011. Those improvements also come across in National University of Educational Planning and Administration’s DISE (District Information System for Education) dataset. For example, the average number of classrooms per school has increased. The student/classroom ratios have also improved.The percentage of single-teacher schools has declined. Pupil/teacher ratios have improved. Physical infrastructure is also far better. Consequently, if one has an impression that Gujarat doesn’t do that well on school education, one should check the time-line. Many interventions are of recent vintage and dated data don’t show the improvements. One such intervention is â€Å"Praveshotsava† and â€Å"Rathyatra†, targeted at festivals of admission, particularly for girls. In 2002-03, a Vidya Laxmi Bond scheme was started, for girls, initially in rural areas, but also extended Gujarat: Governance for Growth and Development lt; PREVIEW > 7 to urban BPL families. A sum of money is deposited at the time of admission (in Class I) and this is repaid with interest when the girl passes out of Class VII. Apart from this, there have been improvements in physical infrastructure, some of this under the Van Bandhu scheme f or tribal talukas and the Sagar Khedu scheme for coastal talukas, planning facilitated by the BISAG mapping mentioned earlier. Biometric monitoring of attendance has also been introdu ced. One should mention the Gunotsav programme, designed to improve quality in 34,000 primary government schools. HealthThe case for market failure is generally greater for health than it is for education. If there is a perception that Gujarat doesn’t do that well in social sectors, that’s truer of health than of education. As with education, there is a time-line issue there too. Since the public healthcare infrastructure is weak, the Chiranjivi Yojana taps the private sector, to employ private sector specialists in safe delivery. While the poor household doesn’t have to pay, the government pays the private sector specialist. The Chiranjivi Yojana was first introduced on pilot basis in 2005 and has picked up since then.The Bal Sakha Yojana has a similar PPP idea. It was launched in 2009 and covers all BPL households and tribal households, even if they happen to be APL. Neonatal care is provided by private enrolled pediatricians, who are then reimbursed by the St ate. Health-care has several dimensions. There is the preventive part, interpreted as clean drinking water, sanitation, sewage treatment and nutrition, be it through MDMS, ICDS, vitamin supplements or otherwise. There is also the preventive part, interpreted as immunization. The State government’s focus has clearly been on reducing neo-natal deaths and bringing down the IMR and MMR.That’s where the Janani Suraksha Yojana (JSY) comes in, designed to shift poor women to institutional delivery. The percentage of institutional deliveries has sharply gone up from 55. 87% in 2003-04 to 93. 5% in 2011-12. Immunization coverage has also increased. There has been an IMNCI (Integrated Management of New Born and Childhood Illness), launched in 2005, combined with Mamta (Malnutrition Assessment and Monitoring to Act) initiatives, which effectively register a mother and child and track post-natal nutrition, health and immunization status. Perhaps the most interesting of all these e xperiments is the emergency < PREVIEW > Gujarat: Governance for Growth and Development 108 number, which is not just for medical emergencies, but for police and fire emergencies too. This was launched in 2007 and is operated by GVK Emergency Management and Research Institute (EMRI). Governance Gujarat’s economy has often been written about. Rarely have people written about governance, at least directly. But without talking about governance, it is difficult to appreciate what has happened in the State. E-governance is part of the answer, since it reduces the human interface.There have been several e-governance initiatives in Gujarat and e-governance has become functional in all municipalities and municipal corporations. Among the ones that have received awards are e-MAMTA, ICT solutions for planning and monitoring MGNREGS works, OASIS (on-line application and scrutiny of inter-State transactions), e-governance of mineral administration, e-governance initiatives and ICT initiat ives in the Chief Minister’s Office, on-line voting, e-dhara in the Revenue Department for computerization of land records, SWAGAT (State-Wide Attention on Grievances by Application of Technology) in the ChiefMinister’s Office, the Integrated Watershed Management Programme (IWMP), e-procurement by the Industry and Mines Department, Value Added Tax Information System (VATIS) in the Office of Commercial Taxes, the Hospital Management Information System (HMIS) of the Health and Family Welfare Department, the Integrated Financial Management System (IFMS) in the Finance Department and ICT usage within the judiciary. A GSWAN (Gujarat State Wide Area Network) connects government offices, down to the level of talukas.The e-Gram Vishvagram project connects 13,716 gram panchayats and 6000 Common Service Centres. If awareness is the first plank of improved governance, elimination of discretion and monopoly is the second. In both education and health, instances have been given ear lier of moving away from traditional government monopolies in delivery. All district offices have Jan Seva Kendras and there are civic centres too, in municipalities and municipal corporations. At these, assorted certificates (caste, domicile, residence, birth, death), affidavits, driving licences and ration cards are issued the same day.Under the e-gram project, some of these have also been taken down to taluka and gram panchayats, facilitated by computerization of Gujarat: Governance for Growth and Development < PREVIEW > 9 land records. There has been third party audit of such Jan Seva Kendras too. The third element of improved governance is decentralization and participatory planning and there is a feedback loop from citizens to government, to suggest ideas to the government. Fourth, the decentralization has now gone down to the level of the taluka.Fifth, that improved governance is also a function of altered mindsets in the bureaucracy, which received a clear focus after the re habilitation work connected with the 2001 earthquake was over. The Chintan Shibirs, annual retreats of Ministers and senior bureaucrats, have been going on since 2003 and are illustrative. Other than the obvious synergies of such retreats, these ensured that government does not work in silos and departments and enabled cross-fertilization of ideas.For example, the idea of each officer at district and taluka levels taking up an innovative project, without financial constraints, emerged through such a Chintan Shibir. Kanya Kelvani, Praveshotsava, Gunotsava, Krishi Melas and p articipation in gram sabha meetings are other instances of taking bureaucracy down to the grassroots. Better formulation of schemes, and better implementation, have resulted. Within government, there is a database of employees and suggestions for better governance have been invited from employees. Transfers, postings and implementation have become more insulated from political interference.Sectoral issues In any discussion of any country or State’s economy, it is customary to discuss sectoral compositions of GDP or GSDP early on – primary/agriculture, secondary/industry, tertiary/services etc. In popular perception, at least in some quarters, Gujarat’s economic growth is about industry. Gujarat is about an investment destination for industries, about Vibrant Gujarat. It is about sectors like bio-tech a nd pharmaceuticals, chemicals and petrochemicals, engineering, a utomobiles and ancillaries, food and agri-business, gas, oil and power, gems and jewellery and IT.Industry isn’t just about large-scale industry. That’s a misconception. The 2009-10 survey of the Annual Survey of Industries (ASI) covered the entire factory sector. This shows an increase in the number of factories to 15,576 and 9. 8% of India’s factories are in Gujarat. At 13. 22%, the share is higher in net value added. In decreasing order of importance, these factories are in segments l ike chemical and chemical products, basic metals, machinery 10 < PREVIEW > Gujarat: Governance for Growth and Development and equipment, non-metallic mineral products, textiles, food products and harmaceuticals. Together, they provided employment of 1. 2 million. Provisional figures show an increase in the number of factories to 25,206 in 2010, with an employment of 1. 3 million. 0. 13 million MSME enterprises in Gujarat were in 369 clusters, a pattern also exhibited in Tamil Nadu and Uttar Pradesh, cluster being defined as a concentration in manufacture of the same product group. This suggests that the positive externalities of cluster formation have tended to work and in all probability, many of these MSME enterprises perform an ancillary function.Also interestingly, at least for SSI, there has been a sharp increase in the number of registered units. Therefore, it is plausible to presume that transaction costs associated with registration have declined, there are greater benefits associated with registration and the tax enforcement machinery has improved. At the lower end of the industrialization spectrum are cottage and rural industries. There are cluster development schemes for khadi, handlooms, handicrafts and skill upgradation and market development schemes.Other than schemes like Sagar Khedu Yojana, Vanbandu Kalyan Yojana, Garib Samruddhi Yojana and even Garib Kalyan Melas, something like Mission Mangalam is also an attempt to integrate animal husbandry, agro processing, food processing, aquaculture, processing of forest products, handlooms, handicrafts, garments, bamboo and timber products into markets, through Sakhi Mandals, self-help groups (SHGs) and other communities of the poor. Gujarat Livelihood Promotion Company Limited (GLPC) was set up in 2010 to implement Mission Mangalam.Part of this inclusion is a financial inclusion agenda. Gujarat is known as a State with a strong manufacturing base and in constant prices, the primary sector’s sha re in GSDP has declined from 19. 5% in 2004-05 to 14. 6% in 2010-11, a decline that was mentioned before. Agriculture’s share (this includes animal husbandry) has declined from 13. 2% in 2004-05 to 10. 9% in 2010-11. While the share has declined, the growth rate of Gujarat’s agriculture, especially s ince 2000, has been remarkable and has been commented upon.Gujarat’s agriculture has grown at more than 10%. In addition to water, electricity and roads, there have been other factors too. The Krushi Mahotsav programme was started in 2005 and is a month-long mass contact programme with farmers, including mobile â€Å"Krushi Raths†. Soil health cards are issued for every plot of land. Animal health camps have been organized in several villages. The upshot has been agricultural diversification, higher productivity and growth. Of more recent vintage has been the Integrated Wadi and Agriculture Diversification Project (IWADP), started in 2009, though its pilot antecedents date to 2007. Interestingly, IWADP requires a participating entry free from BPL ST families who wish to participate. IWADP has two distinct strands.There is Project Sunshine strand for the dryland regions of north and central Gujarat, w here one tries to push crops like hybrid maize, potato, mustard, pigeon pea and Bt cotton in districts like Sabarkantha, Banaskantha, P anchmahal, Dahod and Vadodara. And there are Jeevika projects for water-intensive areas in south Gujarat, where one tries to push vegetables like tomato, bitter gourd, bottle gourd, okra, pointed gourd, parwal and turmeric and fru its like mango, banana, cashew in districts like Narmada, Valsad, Tapi, Navsari, Surat and Dangs. STs and extremist violenceThe Planning Commission set up an Expert Group on development challenges in extremism affected areas and this submitted a report in 2008. The report mentions the development and governance deficits and deprivation problems among SCs/STs, issues of political marginalization, human rights violations, crimes and atrocities against SCs in rural India, lack of access to traditional resources among ST populations and inadequate grievance redressal through the judicial system. In the 2001 Census, 14. 8% of Gujarat’s population was ST. For districts, the figures were 8. 2% for Kachch, 8. 2% for Banaskantha, 20. % for Sabarkantha, 27. 5% for Panchmahals, 72. 3% for Dohad, 26. 6% for Vadodara, 78. 1% for Narmada, 32. 4% for Bharuch, 28. 2% for Surat, 93. 8% for the Dangs, 48. 1% for Navsari and 54. 8% for Valsad. Gujarat is geographically contiguous with Madhya Pr adesh and Maharashtra, both States affected by extremist violence and districts like Panchmahals, Dohad, Vadodara, Narmada, Surat, Dangs, Navsari and Valsad are border districts too. With geographical proximity, negative spillovers are natural. If those spillovers haven’t 12 < PREVIEW > Gujarat: Governance for Growth and Development appened, that’s presumably because those developmental intentions have occurred in Gujarat and haven’t in other States. In other words, d eprivation does not automatically lead to Naxalite-type violence, since that deprivation can be addressed. The fact that Gujarat has been able to contain such extremist activity is an achievement that is no less remarkable than the growth miracle. What has Gujarat done that is different? The idea of Tribal Area Sub-Plans (TSPs) has been around since 1974, with financial allocations being made in proportion to shares of STs in total population, with a similar provision for SCs.However, in many insta nces and many States, these are just notional allocations in different line departments, though such funds are not meant to be diverted. When they are more than notional, they are frittered across a variety of schemes. The first element in Gujarat was thus more efficient usage of TSP funds. The planning and budgetary powers were handed over to the Tribal Development Department. In parallel with TSPs, the idea of ITDPs (Integrated Tribal Development Projects) has also been around for quite some time, with Project Administrators given some flexible funds for innovative schemes.Since 1997, discretionary funds have been given to every ITDP district. These are spent on programmes that cater to local needs, plugging gaps in existing schemes. They are thus based on decentralized planning. Chaired by the Project Administrator, Taluka Adijati Vikas Samitis have been constituted in talukas and schemes are approved and implemented by District Adjijati Vikas Mandals. Not only has this made expe nditure more realistic, delinked from templates designed from above, the decentralization has made the planning process more participatory and conveyed a sense of empowerment.This culminated in the Vanabandhu Kalyan Yojana (VKY), launched in 2007, together with the Eleventh Five Year Plan. VKY has 10 components, all designed to mainstream ITDP blocks on the road to development: Natural resources that STs possess are primarily forest-based. 5,000 of Gujarat’s 18,000 villages have large forest areas and following the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest) Rights Act of 2006, Joint Forest Management (JFM) Committees have already been formed in 3,274 villages.This means that the forest areas are jointly managed by local communities, Gujarat: Governance for Growth and Development < PREVIEW > 13 together with the Forest Department. In addition to developing, conserving and protecting forests, this has the implication that local populations ha ve a share in the marketing of timber and non-timber forest produce (NTFP), especially the latter. The JFM villages have been grouped into 252 clusters and micro-entrepreneurship among tribals encouraged, with direct marketing links established between v illage-level JFM committees and marketing centres.However, better livelihoods cannot be based on forest produce alone. That has to come through better productivity of land, facilitated by minor irrigation facilities, and diversification into commercial agriculture, animal husbandry and dairy. There are already demonstrated successes in mangoes, strawberries and cashew, sometimes through the Wadi programme. In addition, there has been dairy and animal husbandry, with the additional benefit that it has improved nutritional standards of tribal population and corrected diet deficiencies. The environmentFor the environment, a Kuznets curve is sometimes postulated. T his simply means that, as economic development occurs, the environment d egrades. When economic development crosses a certain threshold, measured say by per capita income, greater attention is paid to the environment and indicators tend to improve. In other words, the relationship is in the form of an inverse-U. The empirical evidence for this relationship is often debated. It seems to work better for water and air pollution, less well for other measures of environmental protection.Without getting into details of that debate, Gujarat’s per capita income is roughly equal to the all-India average. With compulsions of growth and urbanization, one would have expected the State’s environmental indicators to be worse than they are, and for the environment to be less of a priority. Even for interesting is what empirical studies tend to find on the links between deforestation and economic development. Crosscountry, the threshold there is something like 5000 US dollars and Gujarat is far short of that.In terms of the Kuznets curve, Gujarat is thus a head of the curve. T he department of climate change was set up in 2009 and its priorities are – the promotion of green technologies and funding research in this, the earning of more carbon credits, power saving, the 14 < PREVIEW > Gujarat: Governance for Growth and Development preservation of groundwater, promotion of CNG networks, the increase of mangrove cover, the preparation of a multi-dimensional climate change policy, introducing curricula on climate change in educational institutes and creation of public awareness.Consider this. Despite the emphasis on industrialization, refineries and port-led development, there have been no major environmental disasters in Gujarat, along the coast, or elsewhere. Established in 2010, the Society of Integrated Coastal Management (SICOM) has implemented an Integrated Coastal Zone Management (ICZM) project in the Gulf of Kachchh, together with two other such projects in Odisha and West Bengal. There are several dimensions to protecting the environment – water, air, waste, forests, wild-life and so on.Institutionally, the Forests and Environment Department has four executing agencies – the Gujarat Pollution Control Board (GPCB), the Gujarat Ecology Commission (GEC), the Gujarat Institute of Desert Ecology (GIDE) and the Gujarat Environmental Management Institute (GEMI). GPCB has draft action plans for critically polluted areas like Ankleshwar, Vapi, Ahmedabad, Vatva, Bhavnagar and Junagadh. There has been an emphasis on cleaner production technologies in industries like dye and dye intermediates, chemicals and petrochemicals, p harmaceuticals, textiles, food and agro-based industries, fisheries and pulp and paper products.Defaulting industrial units have been served closure notices. Common effluent treatment plants (CETPs), sewage treatment plants (STPs), Common Hazardous Waste Treatment, Stabilization and Disposal Facilities (TSDFs), Common Biomedical Waste Treatment, Stabilization and Disposal Facil ities (CBMWTFs) and common incinerators have been set up. 22 illegal hazardous dumping sites were identified and hazardous waste there shifted to TSDFs. The 2009 Industrial Policy includes environment management as part of infrastructure development and provides for these being developed on PPP basis in new industrial estates.Municipal townships and colonies also have sewage treatment plants. Municipal waste is treated and disposed of through common secured landfills and Gujarat Urban Development Company Limited creates the infrastructure for treatment, transportation and disposal. There are several Clean Development Mechanism (CDM) projects, with certified emission reduction (CER) norms. There are plans for controlling air pollution in 7 cities and there is an ambient air quality monitoring programme for Gujarat: Governance for Growth and Development < PREVIEW > 15 Ahmedabad, Vadodara, Surat, Vapi, Bharuch and Rajkot.One should mention the Nirmal Gujarat Mission too, launched in 20 07, focusing on cleanliness, the environment and public health. This has several different components – managing waste in industries, transportation and hospitals; protecting water bodies, trees, green spaces and heritage buildings; capacity-building; creating public awareness; and bringing about behavioural changes. This isn’t only about urban Gujarat. For example, there are community-managed Decentralized Wastewater Treatment Systems (DEWATS), which also encourage local people in rural areas to build their own toilets, and there is also a campaign against open defecation.Given Gujarat’s growth, much more remarkable has been the increase in forest cover. Despite the extraction of timber, fuel-wood and bamboo, and commercial exploitation of NTFP and pressures of development and urbanization, this increase in forest cover is not something one would have expected a priori. In addition to traditional forests, 25,000 hectares of mangrove forests have been added in c oastal areas. These are carbon sinks and absorb an estimated 50 tons of carbon per hectare. The big picture is a simple one. With the emphasis on growth and industrialization, it would have been easy for Gujarat to pay scant attention to the environment.Especially since the 11th Five Year Plan (2007-12), this isn’t quite what has happened. There is increased attention to protecting the environment and sustainable development. If there is a trade-off between the two objectives, and that proposition can be contested, Gujarat hasn’t accepted the trade-off. In conclusion Is there a Gujarat story? Clearly, there is. That’s reflected in high GSDP growth since 2002 and is also reflected in poverty declines, with no significant increase in inequality, data constraints notwithstanding.Is this reflected in human development outcomes improving, especially i n backward geographical regions and backward segments of the population? The evidence suggests that there have been i mprovements, especially after the conscious focus on such regions and segments since the Eleventh Plan (2007-12). Therefore, if Gujarat is being criticized on inequitable development, the time-line of data points is important. Pre-2007 data are not pertinent and one must also remember that 16 < PREVIEW > Gujarat: Governance for Growth and Development social sector outcomes often improve with a time-lag.At best, one can complain that these improvements are not yet reflected in northern and central Gujarat. If one accepts this Gujarat story, one can move on to the next question. What is the Gujarat model and what has happened? It is one of freeing up space for private initiative and enterprise and the creation of an enabling environment by the State. It is one of decentralization o f planning and empowering people. It is about targeted public expenditure through specific schemes, supplementing CSS-s with Statespecific schemes. It is one of bureaucratic empowerment and improving the ef ficiency of public expenditure.It is one of feedback loops from the government machinery to people and from people to the government machinery. It is one of delivering public goods (water, roads, electricity, schools, education). Stated thus, this is a standard development template that any State ought to adopt and implement. The difference is that not too many States have implemented the template. It is always difficult to disentangle the various factors that go into ensuring the successful implementation of the Gujarat model. First, there is a legacy factor and earlier Gujarat governments, prior to 2002, have left positive impact.Second, Gujarat has had a healthy tradition of private entrepreneurship and an equally healthy skepticism of government. Third, in sectors like water and roads, Gujarat has also benefited from favourable exogenous circumstances, as it has from negative push factors in other States, automobiles and auto ancillaries being an obvious instance. Fourth, the pr esent political leadership has also had a role in empowering the bureaucracy, clamping down on corruption, decentralizing planning and delivery and focused intervention for backward regions and segments.While disentangling is difficult, it would be uncharitable and unfair to deny this fourth element. Dickinson and William Cullen Bryant, ” Contemplation of Death” Essay

Between the 17th and 19th centuries, the world paid witness to an intellectual and philosophical revolution that forever changed the perception of life itself. The Great Awakening caused people to become more in tune with their spiritual self, and the Great Enlightenment caused people to question, to think, and to pursue the unknown. This new wave of thinking, helped writers of the Romantic and Transcendent era, such as William Cullen Bryant, and Emily Dickinson, express their feelings of life. Thanatopsis†, by William Cullen Bryant, and â€Å"Because I could Not Stop for Death†, by Emily Dickinson, both exemplify the indisputable facts, that death is an inevitable, natural part of life, and there is no reason to be afraid of death. Even though the two poems both share the same underlying themes, they are presented in different ways. William Cullen Bryant and Emily Dickinson both perpetuated their belief that death is inevitable, but in very different ways. In â€Å"Thanatopsis†, by William Cullen Bryant, he expresses that death inevitable, by explaining that eventually, everyone dies, and that it is essentially part of a â€Å"life cycle†. Death is inevitable no matter whom you are, and everyone will die. He accentuates this idea when he says, â€Å"Thou shalt lie down with patriarchs of the infant world – with kings, the powerful of the earth, the wise the good†¦ † (Lines 33- 35). Cullen uses this line to say that no matter who you are, everyone has the same fate. We all end up the same, as he says in lines 25-28, â€Å"Thine individual being, shalt though go, to mix forever with the elements, to be a brother of the insensible rock†. Dickinson, however, presents her belief that death is natural in a completely different way. Dickinson believed that death was a part of the cycle of death. In lines 9-12, Dickinson stated, â€Å"We passed the School, where Children strove, at Recess- in the Ring – We passed the Fields of Grazing Grain – We passed the setting sun†. These lines are metaphors for the stages of life, from childhood to maturity to old age and then death. Dickinson presented those metaphors, to say that her â€Å"carriage ride with death†, was just another stage. We all are once young, we all will grow, and we will all die. Another difference between the two authors expressing that life is inevitable is that Bryant simply believes â€Å"shalt though go mix forever with the elements†, while Dickinson believes, â€Å"Were toward eternity†. Bryant believes that death is final, and Dickinson is perhaps more religious, and believes that there is still life after death. Even though William Cullen Bryant and Dickinson got their point across in different ways, they both were able to express their belief that death is certain. Even though Bryant and Dickinson have very different writing styles, they both further accentuate their belief that death is inevitable by writing about how life is short. Bryant writes about how life is short in lines 17-20 when he says, â€Å"Yet a few days, and thee all beholding sun shall see now more†. This means that in just a short amount of time, you will no longer be here, your life will end, and your â€Å"sun† will burn out, ceasing to exist. There is no way around it. Dickinson is able to express this idea, in a completely different way. From lines 14- 16 Dickinson said, â€Å" The Dews drew quivering and chill ,For only Gossamer, my Gown , My Tippet , only Tule â€Å". When Dickinson says this, she is using her clothing to have an even deeper meaning; A Gossamer is a thin, light cloth, and â€Å"my tippet, my tule†, means that â€Å"my shawl was only a fine net cloth†. She dressed lightly, even though it was cold out, ( â€Å" the dews drew quivering and chill† ) because it would not take death long to take her on the carriage ride, watching her life pass her by. Life is short, and death is inevitable. The carriage ride throughout her life will come to an end, which is why she did not dress properly. Although Bryant and Dickinson have very different writing styles, they are both able to express how they believe that death is inevitable by writing about how life is short. Usually, when an author writes about death, the writing is dark, and brooding. However, â€Å"Thanatopsis†, and â€Å"Because I Could Not Stop for Death†, both offer solace that death is nothing to fear. William Cullen Bryant says we are to live so that when it is time for us to die; we should not fight it, but welcome it. We should not be afraid like a slave at night in a dungeon but instead we should be sustained an soothed with an unfaltering trust approaching our grave like one who wraps the covers from his bed around him and lies down to pleasant dreams, as Bryant says from lines 73 – 81, â€Å"So live, that when thy summons comes to join , The innumerable caravan, which moves , To that mysterious realm, where each shall take , His chamber in the silent halls of death,  Thou go not, like the quarry-slave at night, Scourged to his dungeon, but, sustained and soothed, By an unfaltering trust, approach thy grave , Like one who wraps the drapery of his couch About him, and lies down to pleasant dreams. â€Å" Bryant is simply saying that we should welcome death, and look forward to it, for it is nothing to fear. Dickinson is able to offer solace by personifying death from lines 1-8, â€Å" Because I could not stop for death, he kindly stopped for me, the carriage held but just ourselves, and immortality, we slowly drove, he knew no haste, and I had put away, my labor and my leisure too , for his civility. Dickinson personifies death as a kind, civil man. He waited for her, did not rush her, and he respected her. Dickinson personifies death as a gentleman; to express that death should not be feared, because there is no reason to be afraid. Although many writings about death are very dark, and pessimistic, â€Å"Thanatopsis† and â€Å"Because I Could Not Stop for Death†, are both very comforting, but in very different ways. The new wave of thinking during the 19th centuries, helped Romantic and Transcendent era authors such as William Cullen Bryant, and Emily Dickinson express their thoughts of death, in a way that it had not previously been expressed. â€Å"Thanatopsis† and â€Å"Because I Could Not Stop for Death† both exemplify the same indisputable facts, that death is an inevitable, natural part of life, and there is no reason to be afraid of death. Even though the two poems both share the same underlying themes, they are presented in different ways. Bryant accentuates his belief that death is inevitable saying that eventually, we all die, no matter whether royalty, or a peasant. Dickinson is able to do this by giving a metaphor to various stages of life, which is to say, that death is just another stage. Death is part of the cycle. Bryant also pointed out that life is short, by giving an analogy to not seeing the sun any more. Dickinson did this by stating that she was underdressed for her ride passing through her life, because it was short, and she knew she would soon die, and go onwards towards eternity. Both Bryant and Dickinson offer solace about death. Bryant offers solace by saying that there is no need to worry, but that we should embrace it. Dickinson offers solace by personifying death, calling him civil, and kind, to accentuate her belief that there is nothing to fear. William Cullen Bryant and Emily Dickinson were two of the greatest writers of their time, and both wrote about the same underlying themes, but expressed them in completely different ways.

Jane went to Rockford for four years and was an excellent student. She received the highest grades out of every member in her class. Jane enjoyed having fun but was also of a serious nature. After Jane graduated from Rockford, she decided she wanted to be a doctor and work among the poor. Jane went to Philadelphia to go to medical school and because she worked so hard, she became ill and a pain in her back, from her childhood returned. Jane ended up having to stay in bed, strapped to a board, for six months so her back could heal. After Jane recovered from her illness, she still had to wear a tight brace to stop the strain on her back. This brace helped Jane so she was not in pain all the time. The level of intoxication associated with alcohol and the relaxation that people get through alcohol are two of the major factors that make people alcohol addict.Although stopping alcohol addicts from taking alcohol is difficult, but there exist some treatment methods that can be used to make people come back to normal life by leaving alcohol. Some of those methods include relapse prevention, individualized drug counseling, cognitive-therapy techniques, motivational enhancement therapy, and use of stimulus control and urge control techniques. An Explication of the Theme of Choice in Robert Frosts The Road Not Taken and Stopping by Woods on a Snowy Evening

An Explication of the Theme of Choice in Robert Frost's The Road Not Taken and Stopping by Woods on a Snowy Evening The two poems written by Robert Frost that are going to be explicated are named â€Å"The Road Not Taken,† written in 1916, and â€Å"Stopping by Woods on a Snowy Evening,† in 1922. The purpose of the explication of these two poems is to correlate them in order to establish a common theme that they both possess, originating from both of the poems’ individual themes. The theme that I choose to explicate concerns choice, or experiencing a time in life in which a choice has to be made given a set of possible options. When one is presented with a set of options pertinent to an important choice in life, they explore all of the possible outcomes of the options pertaining to that single choice. This is one of the reasons why it is important to spend time thinking about which option that should be chosen, lest a wrong or unfavorable decision is made. Once the sole option has been decided upon amidst the other options and possible outcomes that are given, a sense of confidence is attained and this instills the ideology into one’s mind that they have made the right choice, and they can now continue unobstructed in life with this positive mindset, knowing they made the right choice, and when it is reflected upon later on in life, the earlier instillation of the ideology—that they made the right choice that time—is still present during the reflection. The first stanza of Frosts poem The Road Not Taken portrays a traveler who has encountered a road divergence in which only one of its paths can be taken, in the first line â€Å"two roads diverged in a yellow wood.† Being a traveler, he closely examines one of the paths of the divergence, although his exploratory actions as a traveler are explained in the second and third lines of the stanza; â€Å"and be one traveler, long I stood and looked down one as far as I could† in which he gauges the safety of the path and the possible outcome before coming to a decision for which path he decides to continue on. Oftentimes in life when a decision for a choice has to be made, people observe the given options in every manner, to see and decide which one would be the best one to make, as the traveler is doing in this case for either of the paths he has the option of taking. In the second stanza of the poem, the traveler again examines the secondary path and makes his own observations about it in the first line; â€Å"then took the other, as just as fair†¦Ã¢â‚¬  in which he concludes that both of the paths are mostly identical. In the remaining lines of the stanza, he examines how this path of the divergence appears to be slightly more worn (possibly from more people traveling on it) than the other, noted in the second and third lines; â€Å"and having perhaps the better claim†¦ because it was grassy and wanted wear†¦Ã¢â‚¬  in which he actually comes to the conclusion that the paths are mostly identical in the fourth and fifth lines of the stanza; â€Å"though as for that the passing there†¦ had worn them really about the same.† It can be inferred that at this point, the traveler is indecisive of which path should be taken, since no decision was actually made at this point in the poem. When deciding upon the choice you want to make with the provided options, examining or observing the characteristics of both options is a key aspect of decision-making. In the first two lines of the third stanza, it is now known that the time of day is early, that the area still remains as it was previously, and none of the leaves covering both paths have turned black from the constant on-foot traversal of other human beings; â€Å"and both that morning equally lay†¦in leaves no step had trodden black.† It can also be inferred that the traveler is spending a long time thinking about which path he should take, in which the same is done for weighing the options for a choice which has to be made. In the remaining three lines, the traveler appears to have made a decision, apparently evident in the line â€Å"oh, I kept the first for another day!† in which he favors the second path over the first one, and intends to take the first path sometime later or afterwards. The traveler also realizes that they do not want to be exposed to a situation like this anymore, given that they understand the current circumstance; attributable to the phrase â€Å"yet knowing how way leads on to way, I doubted if I should ever come back.† Essentially, the traveler realizes the path they have chosen in order to arrive to this point (in the poem and in the journey; again, given the current circumstance), and that knowing how things lead to other things [â€Å"how way leads on to way†] introduces a doubtable possibility, which would be returning [â€Å"I doubted it if I should ever come back†]. In the first two lines of the last stanza, the traveler has finally decided which path they wanted to take in the divergence, and that when they decide to reflect upon this decision they made, later in life, they will say: â€Å"I shall be telling this with a sigh†¦somewhere ages and ages†¦hence two roads diverged in a wood, and I—I took the one less traveled by. And that has made all the difference.† In the very last line of this stanza, the traveler appears to be very content with his decision, and does not hint towards any sign of regression of choice in his words, hence their words â€Å"and that has made all the difference.† The aforementioned instillation of confidence is present in the traveler’s words (and mindset) because they do not regret the decision they have made during their reflection upon which choice they decided to make, and could also conclude that the traveler was able to continue in life undoubtedly because they believe and know that the choice they made was the correct one. In the first three lines of the first stanza within the second poem Stopping by Woods on a Snowy Evening, the horseman is unaware of whose woods he thinks he is currently situated in, although he knows that ‘his’ house is in the village that is more than likely nearby, by saying â€Å"whose woods these are I think I know†¦his house is in the village though; he will not see me stopping here†¦to watch his woods fill up with snow.† In the last two lines of this poem, it appears that the horseman knows that he has somewhere else to be rather than the forest, and that ‘he’ would not want the horseman spending the night in the forest (despite its beauty), when the horseman should, or has to be, in town. The horseman’s horse realizes that they are not in town, and that it would be rather odd to stop suddenly without any real reason; in the second stanza’s first two lines â€Å"my little horse must think it queer†¦to stop without a farmhouse near.† The following two lines indicate the setting within the forest, and the darkness for the time of year it is; â€Å"between the woods and frozen lake†¦the darkest evening of the year.† Perhaps this natural setting and the darkness of the day, with the added ambiance of the forest is a reason why the horseman wants to stay and admire the beauty of the forest, but they have one of the options—of a choice—to stay in the forest. Within the first two lines of the third stanza, the horse realizes the peculiarity of the situation, because â€Å"he gives his harness bells a shake†¦to ask if there is some mistake,† given they are currently sitting in the middle of a quiet forest, on the darkest night of the year, in moderately snowy conditions and far from the nearby village—that needs to be reached. The ambiance of the forest’s quietness is also denoted in the following two lines of the stanza; â€Å"the only other sound’s the sweep†¦of easy wind and downy flake.† However, in the first two lines of the last stanza, the horseman realizes something—that despite where they are, they remember that they have kept a promise to someone; â€Å"the woods are lovely, dark and deep†¦but I have promises to keep.† It can be inferred that the horseman is currently in the process of upholding this promise to someone, in which he is venturing the nearby town, through the forest, to do so. The horseman had an option to remain in the forest that night, but they did not do so because they reminded themselves that they have a long journey to complete before they can actually go to sleep (apparently would be best for them to complete it sooner than later) in the village in the last two lines of the stanza; â€Å"and miles to go before I sleep†¦and miles to go before I sleep.† When comparing the lines from both sets of stanzas within both poems, the aspect of having a choice is present in both of them. In The Road Not Taken, a choice between which road has to be taken is made, and in Stopping by Woods on a Snowy Evening, a choice of whether to continue through the forest to get to the town (to rest, presumably) or remain in it for the night (to adore its natural beauty) is contemplated, however the traveler in The Road Not Taken chooses a path to continue on his journey, and the horseman in Stopping by Woods on a Snowy Evening reminds himself that he has somewhere else to be instead of staying in the forest. Regardless of the circumstances that may arise during the situation of making a choice in life, you are still presented with the given options, and the options of course to examine or observe the possibilities of what you can do in such a situation, i.e. the traveler in The Road Not Taken having to pick a path based from his observations, or the horseman in Stopping by Woods on a Snowy Evening opting to go to town so they could rest (and complete the journey), rather than resting in the forest amidst its natural beauty (and not knowing what could happen overnight). However, once a decision is made from the given options, the ensuing circumstances or occurrences may either positively or negatively affect the mindset you have towards the decision you made, especially in hindsight or upon reflecting on what was done at that point in time, i.e. the traveler’s words in reflection of his choice of path he made—written in the last lines of the last stanza of The Road Not Taken; â€Å"I shall be telling this with a sigh†¦and that has made all the difference!† It is more than likely that Frost wants his readers and audiences to recognize these situations in life through means of expressing them his own poetry, which is perhaps why the handful of steps concerning the aspect of decision-making and its effects—especially in life—are poetically portrayed with his own examples, in different forms, in both of these poems.
